警察署の地下室で、牧村（木村多江）に撃たれた安藤（瑛太）は、意識不明の重体に陥った。雪平（篠原涼子）と検視官・三上（加藤雅也）は、犯人が警察内部の者で、雪平の娘・美央（向井地美音）と牧村の誘拐事件にも関連している可能性が高いと推測。また、情報解析係・蓮見（濱田マリ）の話を聞いた管理官・山路（寺島進）も、誘拐犯は警察内部の人間の可能性を示唆。そんな折、牧村と美央が解放され、警察に保護された。無事を喜び美央を抱きしめる雪平だったが、美央は体をこわばらせたまま笑顔を見せることはなく、和夫（香川照之）を見つけるとその腕に飛び込んでいった。翌朝、和夫は部下から写真週刊誌を見せられる。そこには、雪平と和夫の密会風写真とともに「夫婦狂言誘拐！12億円の行方！」との見出しが。捜査本部でもこの記事が話題にされ、雪平や和夫が犯人なのではとの声があがり…。
